Challenge to 5T, Mo Sarkar

BHUBANESWAR: Even though the State Government is strongly advocating the implementation of 5T principles in various Government departments to improve their functioning for benefit of people of the State, some persons are challenging the 5T and Mo Sarkar initiatives and grabbing endowment properties in the heart of the capital city.  

In an example, a patch of land (Plot No. 544/ 286) under Bhimpur Mouza belonging to the Lord Lingaraj on the new Biju Patnaik International Airport Road, nearly 500 metre from the Naveen Niwas has been sold a Krutika P, wife of mining contractor B Prabhakaran for Rs 6.45 crore. The Revenue Department has also issued a Patta (Records of Rights). This has raised many eyebrows as a revision petition has been filed by the Endowment Commissioner (95/ 2017) for the aforesaid property, said the Bharatiya Bikash Parishad at a Press conference here last week.

Earlier, former Revenue Secretary Bishnupada Sethi had recommended a Crime Branch probe into the wrong recording of Lingaraj property (Plot No. 544/ 286) in the name of a private individual (Hrushikesh Das). But despite this Das sold the plot to Krutika and the Bhubaneswar Tehsildar issued a Patta to her, said the Parishad.

The land belonging to Lord Lingaraj has been incorrectly recorded on the name of three persons. Further investigation by the Land Records Surveys and Consolidation Director revealed that the recording of deity’s land in favour of private persons is erroneous. The Lands Records Surveys and Consolidation stated that, “The Scheduled land as per Sabik RoR belongs to Mahaprabhu Lingaraj. The Satwa should be Debottar Bahel. Despite this, the revenue officials issued a Patta on Lingaraj property on which the former Revenue Secretary has pointed out that it has been wrongly recorded in private person’s name and the matter being subjudice. This proves the deep nexus and malafide intentions of the officials, said Parishad president Surendra Panigrahi.

Later, due to the hue and cry raised over the issue, the Bhubaneswar Tehsildar cancelled the mutation Patta issued to Krutika. But still she broke the iron railings and demolished the boundary wall of the municipality and Airport Authority of India and constructions are being carried out by her. All this is happening in the heart of the capital city but all the Government agencies are silent over it, said Panigrahi.
